Médecins Sans Frontières, an international medical humanitarian association founded in 1971,

MSF WACA (West and Central Africa) was created in 2019 and aims to bring a change in the
dynamics of the MSF movement. WACA is driven by doctors and humanitarians of MSF from
West and Central Africa who wish to be heard, to contribute and above all to proactively assume
responsibility for the humanitarian mission of the organization. WACA reflects an identity of
humanitarians, an aspiration for MSF, a truly inclusive movement of people who share the values
of empathy for others. Its strength is based on associative fiber is amplified by concrete operational
objectives.


We Are Looking for:
HRIS (Human Resources Information System) Project Manager
Department: Human Resources
Direct Manager: Director of Human Resources
Functional Manager: Director of Digital Transformation
MSF Interactions: Entire MSF movement and MSF WaCA staff
Working %: 100 %
Based in: Ivory Coast with possibility to move in other countries up to 30%

JOB DESCRIPTION / DESCRIPTIF DE POSTE
Mission
The position of HRIS Project Manager is dedicated to manage and oversee the implementation of
the future HRIS platform for the HR department at WaCA – for our missions and headquarters.
Objectives
Introduction:
As part of the effort of enhancing and improving the digital tools and platforms of the Human
Resources department at WaCA and enabling the Human Resources management team to become

autonomous and more efficient under the responsibility of the Director of Human Resources, this
position has the pivotal role of implementing, in close collaboration with different department or
services (Digital Transformation team, IT team, Finance team …), a solution covering all MSF
WaCA entities.
Overall key activities:
HRIS Project Manager is an expert in her/his field. As such, s/he has to perform several tasks that
are essential for the smooth running of the project. S/he must:

  1. Thoroughly analyze MSF WaCA’s HRIS ERP needs
  2. Define the HRIS needs and requirements
  3. Manage the implementation service provider and dedicated team
  4. Manage the testing and rollout of the HRIS
    Main responsibilities / Activities
    Design the future ERP-type Human Resources Information System for our missions and
    headquarter.
    • Engaging in value-adding business and application consultancy that meet our internal needs:
    business process analysis and consultation.
    • Understanding and analyzing the business model, diagnose and identify opportunities to gain
    through AI and digitization of processes
    • Determining and defining project scope and objectives for digital initiatives or other special
    projects in the HR department, as they relate to the HRIS platform
    • Animating the project through the Steering committee animate with updates on a consistent
    basis about strategy, adjustments, and progress
    • Ensuring proper collation of the information from interviews into business specifications and
    analysis in collaboration with the Digital Transformation team, the IT team and other
    stakeholders
    • Defining functional requirements and design documents that developers can use for
    enhancements.
    • Finalizing and sign-off on FRD (Functional Requirements Documents) and FDD (FeatureDriven Development)
    • Ensuring user-friendly requirements, functionalities and tool/platform interfaces.
    • Ensuring the consistency between entities on functional and technical needs
    • Identify gaps and opportunities for of the HRIS platform
    • Coordinate the work of internal and external contributors on the functional and technical scope
    of the project
    • Utilize industry best practices, techniques, and standards throughout entire project execution
    • Preparing development progress updates and documenting all ERP HR processes.
    • Adhering to organization policies and industry regulations.
    Manage resources

    • Predict and manage resources needed to reach objectives
    • Manage people dedicated to the project if any
    • Prepare and monitor budget based on scope of work and resource requirements
    • Develop and manage a detailed project schedule and work plan
    • Manage contracts with vendors and suppliers by assigning tasks and communicating expected
    deliverables
    • Measure project performance to identify areas for improvement
    Develop Training, Documentation and capitalization
    • Design and monitor the communication plan and change management to create acceptance
    • Design and ensure the training of final users
    • Develop user-friendly guidelines
    JOB PROFILE

    • Knowledge of key Human Resources management process and principles
    • Knowledge in transformation principals
    • Experience in user requirements gathering and analysis and coherent synthesis of business
    specifications
    • Proactive, resourceful and results-oriented.
    • Ability to be effective with minimal supervision
    • Proven ability to analyze and solve problems creatively
    • Strong presentation, facilitation, training, mentoring, and coaching skills
    • Strong familiarity with project management software tools, methodologies, and best practices
    -including efficient scope, budget and timeline management
    • Strong interpersonal skills and extremely resourceful
    • Excellent interpersonal, written and oral communication skills
    • Excellent relationship management skills with ability to influence and get buy-in from people
    not under direct supervision
    • Strong strategic, analytical, organizational, and systems thinking skills with capacity to see the
    big picture and ability to make sound judgment
    • Ethical conduct in accordance with recognized professional and organizational codes of ethics
    • Knowledge about data protection management
    • Ability to develop and manage the testing, QA and training phases of the project

    Education / Professional experience required
    • Degree or equivalent in Information Systems, Information or Computer Science, Business
    Management (or equivalent experience)
    • Deep understanding of Human Resources requirements as it relates to the internal client’s
    requirements
    • Flexibility to travel as business dictates
    • At least three (3) years of previous work experience in Human Resources Information Systems,
    Information, Computer Science or Business Management or relevant experience in
    organization-wide deployment of an ERP
    • As an asset:
  • Experience in implementing and/or supporting Human Resources ERP applications
  • Experience in project management leadership
  • Experience with an international development organization
  • Proficient with Microsoft Office tools
    • Working knowledge of Power BI
    Languages
    • Both working proficiency in English and French
    (According to the coordination responsibilities of the position in both French and Englishspeaking countries, the hired person must be able to easily communicate in both languages.)
    Computer Skills
    • Mastery of Microsoft office, Excel, Word PowerPoint
    • Experience in the development/rollout and/or relevant awareness and knowledge of a broad
    range of tools and platforms for cross functional purposes – e.g. MS Dynamics, Salesforce,
    SAP or similar
    • Experience in Data analytics tools
